Common Challenges and Cases on Cybersecurity in Cambodia
Acting Chief of CamCERT
ICT Security Department
Ministry of Posts and Telecommunications
Mr. KIM Ann

Nowadays the Internet is connecting billions of people. The whole world has been connected into a global network as the Internet change the way of our living with technology. It involved in our daily life activates, from studying to working, doing business or connecting with friend and family can be done via the Internet. Besides of benefiting from the Internet does it come with the cost of using it? Well with the growing use of the internet by people, protecting important information has become a necessity. A computer that is not having appropriate security policy or controls can be infected with malicious logic and thus any type of information can be accessed in moments.
The increasing use of the internet and social media has made cyber security even more important than it was before. Growing cyber threats such as data theft, phishing scams and other cyber vulnerabilities demand that users should remain vigilant about protecting data. It is essential to understand the varied type of risks and vulnerabilities that exist in the Internet world. For every user, it is important to think before connecting to someone using online medium. Users should also think prior to sharing any information with other users through the internet.
As the cyber-attack continues to grow exponentially and the increase in number of cyber-attack has been happened and continue to damage the economy around the world, Cambodia is also facing some commons attack such as DDoS, Defacement, Malware, Spam Email, ID Theft, Frauds, etc.  We recognized that Cambodia can be the country of which not only the target from cybercrimes but also, of which causes damage by Cyber-attack to foreign countries and neighbor countries.
In Cambodia the number of data networks, digital applications, as well as the internet and mobile users are growing, so do the chances of cyber exploitation and cybercrimes. Even a small mistake in securing data or bad social networking can prove to be extremely dangerous. If accounts are not properly secured, it makes easier for hackers or unauthorized users to spread viruses or social engineered attacks that are designed to steal data and even money.  Such types of issues highlight the need for cyber security as an essential approach to protecting and preventing data from being used inappropriately.
In simple language, Cyber Security or Information technology security means protecting data, networks, programs and other information from unauthorized or unintended access, destruction or change. It can also be defined as all operations and activities that are undertaken to minimize threats and any kind of vulnerabilities and enforcing required policies for prevention, data assurance, recovery and other cyber security related operations. It encompasses all the mechanisms and processes that protect digital equipment, information and records from illegal or unintended access, manipulation or destruction.
As ICT infrastructure policies are vitalized, information security becomes important issues in Cambodia as well as in the world. However, although Cambodia has tried to establish national cyber security base through CamCERT organization, there are some limitations such as lack of comprehensive cyber security system to ensure ICT service reliability, absence of relevant laws, regulations, policy, standard & norm, low level of knowledge and know-how skill on cyber security, and outdated infrastructure for cyber security (e.g. Information systems, ICT devices).
To overcome these limitations and enhance the nation-wide cyber security, it is needed to enhance cyber security system in Cambodia such as enactment completion of relevant legislations and establishment of government-wide leadership & organization. Moreover, it is necessary to expand cyber security activities through enhancing CERT system, protecting major infrastructure and distributing the standard. It is also crucial to build health culture for cyber security through making measures for unhealthy information distribution prevention, implementing illegal spam mail prevention system and executing awareness education & promotion for cyber security.
