Present situation on ICT development and cybersecurity in Vietnam

Vietnam is a developing country pursuing to be rapidly integrated in international economy. Regarding internet connection, Vietnam is one of the largest internet using economies in the world. There are 90 millions of residents and the number of internet users is 35% of population in 2014. Asia has 44.8% of total global internet users and Vietnam is at the place of 7th in the most internet using Asian countries list. About half of Vietnamese enterprises are using e-commerce and 100% of companies is connected to the internet for their business. In public area, 100% of government agencies have their own websites.

The government is already taking specific actions to tackle with this situation. There are 3 Ministries that have responsibilities in information security. Taking mission of protecting our national sovereignty and territorial integrity, Ministry of Defense researches and conducts drills to secure government network against cyberwars. Ministry of Public Security focuses on cybercrime issues and cooperates with Interpol to investigate the high-tech criminal cases. All remaining information security tasks belong to Ministry of Information and Communication (MIC).

MIC is responsible for regulating and managing information security; assuring information security for information systems and on the Internet; assuring information security for the operations of information technology application; spam prevention; organizing the management, coordination of nationwide computer troubleshooting. MIC also regulates and manages the production, sales, import and export of information security products and services; accredits, evaluates and issues licenses on information security; builds and operates systems for information security assurance; trains, fosters, raises the awareness of information security.

Currently MIC have 2 organizations taking these duties of MIC. The first is Authority of Information Security (AIS)- a new established agency. AIS is a policy making agency who coordinates experts to draft all the legal documents related to information security for the country.

The second is Computer Emergency Response Team (VNCERT). VNCERT is not only a team of information security experts but also a agency managed by the government. It was established according to Decision No. 339/2005/QD-TTg of Prime Minister of Vietnam on December 20, 2005.

Realizing that there must be a connective cooperation among CERTs around the world to solve all the matters related to computer crime effectively, VNCERT has been making all the efforts in sharing data, research, incident response strategies, and early warning notifications with all the other CERTs around the world.
